Plant Growth Regulators (PGR's) are chemicals that can physiologically alter particular areas of plant growth.

They can accelerate or retard growth rate, promote flowering, enhancement the color of fruit, stimulate healthy root growth along with promoting or reducing stem elongation.

Research indicates (End-of-Day Lighting with Different Red - Far-Red Light Ratios) that it is possible to control plant height (reduce stem elongation) without the use of chemical Plant Growth Regulators.

This study proved that plants grown with only 400w High Intensity Discharge lighting suffered from stem elongation whereas adding an additional 30 minutes of Red (600-700nm) & Far Red (700-800nm) LED lighting (at the end of the grow day) resulted in a reduction of stem elongation.
